Short description

We are seeking a highly skilled and experienced Offshore QHSE Lead to join the corporate office of a leading Oil & Gas company in Mexico. The ideal candidate will have extensive experience in defining, managing and implementing the Health, Safety, and Environment strategy for a nationally renowned project.

Function description

The ideal Offshore QHSE Lead will be responsible for ensuring the compliance of internal standards and legislation along developing a culture which value and promote widely the Health, Safety and the protection of the Environment.


Some of the tasks and responsibilities to be performed by this QHSE Lead are:


  • Promote a company culture where HSEQ is an integrated part of the business.
  • Establish and execute with the Project Management Team - clear objectives and targets to archive the desired project HSEQ performance aligned with Business Unit and Corporate goals.
  • Ensure that the annual HSEQ Objectives program is executed 
  • Monitor HSEQ performance throughout the project life cycle to ensure targets are met, secondly and as needed implement strategies to meet emerging challenges and/or needs. 
  • Develop and maintain the project specific HSE program and HSE activity plan
  • Implement and maintain the continuous improvement process of the HSEQ Management System.
  • Perform HSEQ audits as required and manage the HSE audit program to critical processes. Ensure MOC process is duly follow for managing change on HSEQ matters to ensure proper risk mitigation action are identified and implemented Act as HSEQ Regulatory coordinator and establish and sustain a strong relationship with regulatory bodies and monitor compliance with identified requirements. 
  • Ensure that HSEQ risk identification and management exercises are conducted during planning and execution of activities in the project
  • Prepare and maintain emergency preparedness strategies and requirements, ensuring an efficient and robust emergency response organization through regular exercises and training activities
  • Ensure all incidents and accidents are investigated thoroughly and mitigations actions implemented to prevent recurrence. 
  • Ensure that Previous HSEQ project lessons learnt are revised and implemented as applicable during the project life cycle. Ensure that all new HSEQ lessons learnt are captured for future projects. 
  • Develop and control the HSEQ yearly budget of the project
  • Stop any unsafe operation/situation and report immediately to Site Management
  • Assist in the initiation of HSES training needs analysis and coordination of implementation as needed. 
  • Other duties associated with the HSEQ function, as directed by Supervisor or Manager.

Requirements

In addition to having +5 years' experience in QHSE positions in the Oil & Gas industry, we have the following requirements:


  • College Degree – B.S. Engineering, Occupational Health and Safety, Process Safety or equivalent HSEQ related field. 
  • Proficient in English (spoken and written)
  • Proficient in Spanish (spoken and written)
  • HSEQ Management system knowledge (ISO 9k, 14k & 45k)
  • In-depth knowledge of operational activities and Hazard identification, assessment and control (risk management strategies)
  • Occupational health & hygiene assessments, monitoring and management strategies.
  • Emergency preparedness strategies and requirements (Developing, executing and assessing competence of ERT members)
  • Proficient knowledge of in-country and international HSEQ standards for O&G (Knowledge, interpretation and execution)
  • Sound understanding of Project Management principals
  • Proficient in audit planning and execution
  • Incident / Accident Investigation techniques
